What local communities cannot do is control the destiny of broad systems — the larger economies, ecosystems, and societies of which they are only a part. To influence systems that extend beyond their boundaries, local communities need to coordinate with others through means such as municipal-county partnerships, regional efforts, state-local agreements, and national and international initiatives.
