UMD - Federal University of Goiás, Brazil Collaboration


The Institute for Governmental Service and Research at the University of Maryland collaborated with the faculty at the Federal University of Goiás (UFG) in Goiânia, Brazil to create the Center for Public Sector Studies and Applied Research (CEPASP).

Established in 2016, CEPASP's overall objective is to develop studies and applied research that contribute to improving public sector effectiveness and efficiency by working with public sector policy makers and administration professionals to provide support (training, specialization courses) for the implementation of public policies, programs, projects, and other administrative actions. Utilizing the concepts and methods of applied research, CEPASP assists public policy makers and managers in the search for evidence-based policy and program practices in Brazil and abroad. This means that studies and applied research are developed in partnership with governments to support the day-to-day actions of governments.

Formed by researchers from various fields who seek to address the "real-world problems" that public managers face in their daily lives, CEPASP has the capacity and competencies to support them in the following areas:

  • Studies on structures, processes and organizational development in the public sector

  • Collaborative research with public policy makers and managers

  • Diagnostic research concerning social needs to be addressed by public policies and programs

  • Policy analysis and support programs for entrepreneurship

  • Professional training courses and training activities for personal development

  • Analysis of urban development and sustainability policies

  • Policy analysis of urban development and sustainability

  • Development and direction of projects for fundraising from national and international organizations

  • Preparation and publication of technical reports

  • Development of strategic plans for municipalities

  • Evaluation of public health policy

  • Evaluation of judiciary policy
