Traversing Two Systems: An Assessment of Crossover Youth in Maryland

This report discusses the vulnerabilities of children who are involved in both the child welfare and juvenile justice systems. These "crossover youth" remain a unique challenge for these systems and their partners in service delivery. The findings suggest that while several crossover youth-specific practices are in place, there is need for a more focused, unified response by welfare and juvenile justice systems. The report also highlights the importance of addressing the mental health treatment needs of crossover youth.
