At the request of the City of Bowie, University of Maryland's Institute for Governmental Service and Research (IGSR) reviewed operations of the City's Parks and Grounds Division and compared them to those in six similar cities: Annapolis, Frederick, Gaithersburg, Greenbelt, Laurel, and Rockville. IGSR obtained information from interviews and analyses of City materials, and also from questionnaires completed by public officials in the benchmark cities.
