Dr. Shinyu Chang is responsible for application development, and maintenance of IGSRs criminal justice and treatment tracking systems used throughout Maryland, the District of Columbia, and Virginia. Dr. Chang has worked in the computer software development field for more than twenty-one years. Dr. Chang holds a Ph.D in Biological Sciences from the University of Kentucky and a Master of Science degree in Information Technology - Database Systems Technology from the University of Maryland Global Campus.
