Shinyu Chang is responsible for application development, deployment, and maintenance of the Institute's criminal justice and treatment tracking systems used throughout Maryland, the District of Columbia, and Virginia. Dr. Chang has worked in the computer software development field for more than twenty-one years. Prior to joining the Institute, he worked for several private software companies. Dr. Chang is pursuing a Master's degree in Computer Science from the University of Maryland and holds a Ph.D. in Biological Sciences from University of Kentucky.
