Sharon Gibbs Cooper is case management technology specialist for Maryland’s evidence-based problem-solving courts and several substance use disorder treatment agencies. She is responsible for organizing and analyzing data to measure the efficacy of these programs and introducing process improvement strategies to attain optimal outcomes for clients. Dr. Cooper’s extensive management oversight background in healthcare and criminal justice includes federal and state compliance, talent development and training, patient advocacy, quality and process improvement, process reengineering, software implementation, and data analysis. Prior to joining the Institute, she worked as Director of Health Services for Health Right, Inc. and as Medicaid program coordinator for George Washington University Health Plan. Dr. Cooper holds a D.H.A. in Health Administration from Capella University, an M.P.A. in Health Services Administration from University of San Francisco, and a B.S. in Public Administration from University of Southern California.
