Welcome to the Virtual Learning Center (VLC), an online instructional resource provided by University of Maryland's Institute for Governmental Service and Research (IGSR). The Virtual Learning Center is the place for information, education, and training not only for Marylanders who serve on local government and other volunteer boards and commissions, but also for members of the public and those who engage volunteers serving on such bodies.

The Virtual Learning Center exists to foster excellence in governance by:

  • enhancing understanding of the role of governance;
  • promoting high ethical standards in volunteer service; and
  • providing an educational base for more informed participation.

Online classes through IGSR's Virtual Learning Center require a computer with an Internet connection and a compatible web browser (e.g. - Microsoft's Internet Edge™, Apple's Safari®, Mozilla's Firefox®, Google's Chrome™, etc.), in addition to basic knowledge of web browser functionality. They can also be taken using a tablet. The browser must be configured to support JavaScript™ and have cookies enabled. The classes are not compatible with mobile phones. Classes can be taken at one's own pace and convenience and a "Certificate of Completion" can be printed and retained.
