Sharon Gibbs Cooper conducts SMART training for Maryland's substance abuse treatment providers in Baltimore, Howard, and Montgomery counties. Ms. Cooper has an extensive management oversight background that includes federal and state compliance, fiscal management, program utilization and analyses, policy and procedure development, as well as solutions design and implementation. Prior to joining the Institute in 2001, she worked as Director of Health Services for Health Right, Inc. and as Medicaid program coordinator for George Washington University Health Plan. Ms. Cooper holds an M.P.A. in Health Services Administration from University of San Francisco and a B.S. in Public Administration with a concentration in Health Care Policy and Administration from University of Southern California.
